Associate Director for Health Information Programs Development
Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Library of Medicine (NLM), Vacancy Announcement, Scientific Executive: Position: The NLM, a major component of the NIH, seeks exceptional candidates for the position of associate director for health information programs development. The NLM is responsible for collecting, preserving, and promoting the dissemination of information important to the progress of medicine and public health, both nationally and internationally. The NLM is the world’s largest medical library, and it supports and conducts research in a wide range of biomedical communication modalities with programs and activities in areas such as biomedical informatics, genomics, toxicology and environmental health, HIV/AIDS, consumer health informatics, international programs, and outreach to underrepresented minority communities and special populations. The associate director for health information programs development, who reports to the NLM director, serves as principal advisor to the director for all matters concerning scientific research evaluation projects dealing with large-scale information technology intervention studies, science policy issues, and planning and evaluation of the library’s research and service initiatives, especially those relating to information technology advances, development of new national outreach programming, and management of NLM’s international programs. The associate director is the principal official leading the library’s long-range planning function on behalf of the NLM Board of Regents; the principal NLM liaison with the 20-member network of International MEDLARS Centers; and the NLM principal leading the library’s outreach and consumer health programs along with implementation of its Health Disparities Plan by corporate NLM and the 6,000-member National Network of Libraries of Medicine (NN/LM). A solid program of creative research underlies the planning and execution of all initiatives and impacts the field broadly at multiple levels in government, academia, and the private sector.
Qualifications Required: Applicants must possess a PhD, MD, or equivalent degree in a scientific discipline related to communication research, evaluation research, information science, informatics research, behavioral and social sciences, or related field. Applicants must have responsible professional and managerial experience at the senior level that demonstrates the following: 1. Scientific knowledge and expertise in the scientific discipline of communication research, evaluation research, information science, informatics research, behavioral and social sciences, or related field, as well as a deep understanding of current information handling and dissemination methods. 2. Ability to provide leadership, administration, and broad vision to a planning and evaluation, outreach, and international program with extensive managerial and executive-level responsibility (i.e., training, resources, strategic planning, evaluation, budgeting, and human resource management) in a diverse organization. 3. Skill in leading, enabling, and defending change on complex scientific topics through effective written communication formats for a diverse scientific and nonscientific audience. 4. Ability to advise senior and executive-level staff within and outside of the organization on complex scientific topics. 5. Skill in the leadership of long-range planning activities that guide resource allocation and program direction for a major institution in the health or medical sciences.
Salary: This position is an excepted service position (Title 42). Minimum of $140,000; salary level is commensurate with the background of the selectee, depending on qualifications and experience. Research Informationist
The Woodruff Health Sciences Center Library, Emory University, seeks a knowledgeable, motivated, and service-oriented research informationist to deliver innovative research and instructional services in the area of life sciences, specifically in biology, cell biology, biochemistry, and human genetics. The research informationist will join a creative, enthusiastic, and user-oriented team. This position will be responsible for assessing the information processing needs of the life sciences research community at Emory and developing and implementing a viable model to address these needs and increase the quality and breadth of research support for life sciences and informatics at the Woodruff Health Sciences Center and Emory University. As an information specialist with graduate training and experience in biomedical, behavioral, and biological sciences, the research informationist will provide expertise in licensing, access to digital resources and tools, and overall information processing support including literature searching, synthesis, and analysis. The research informationist will serve as a key player in establishing appropriate collaborative relationships between academic life sciences departments, the Woodruff Health Sciences Center Library, and Emory University Library. The Libraries of the Massachusetts Eye and Ear Infirmary seek a reference librarian to provide standard, bioinformatic, and historic/archival reference service to investigators, clinicians, and support staff. The library is initiating a bioinformatics reference service; therefore, we seek a person with a life sciences background who knows or is willing to learn to search bioinformatics databases and to assist investigators in matching needs with locally available resources such as the Harvard Medical School Catalyst system. As we are a small library, the position involves a variety of other duties.
Qualifications: MLS from an ALA-accredited school, 2 years of reference work and teaching information skills, and excellent interpersonal skills are a must. An undergraduate degree in the life sciences and an attitude of service as part of a team furthering research in ophthalmology and otolaryngology are strongly preferred.

Associate University Librarian for Information and Clinical Support Services
Thomas Jefferson University seeks an energetic and experienced individual to fill its position of associate university librarian for information and clinical support services (AULICSS). This position has primary responsibility for information services delivered to the Thomas Jefferson University and Hospital community of users. Reporting to the deputy university librarian, the AULICSS builds dynamic, collaborative relationships with Thomas Jefferson clinicians by providing a variety of specialized information services and individual consultations and by participating as a member of research- and information-management-related project teams. As a member of the library management team, the AULICSS will evaluate existing services, plan and develop new services, and coordinate information and clinical support services delivery with other public service units. The Scott Library is a unit of Academic and Instructional Support and Resources (AISR), which is focused on the development and transmission of knowledge resources for the university and its hospitals. AISR develops educational software, manages 3 public access labs with over 300 public computers, provides media production services and has responsibility for the learning infrastructure of the university. Preferred : ALA-accredited MLS degree, or its equivalent in experience, training, and practice is required. An additional degree in a clinical specialty or basic science is preferred. A minimum of 5 years of progressively responsible experience in an academic or research library is preferred. Demonstrated experience managing, supervising, and motivating staff along with evidence of strong commitment to public service is required. Knowledge of issues and trends in reference services is expected. Demonstrated successful leadership in the innovative and effective use of scholarly information resources and emerging technology is required. Demonstrated teaching skills and the ability to work well with a diverse user community is essential. Demonstrated ability to work within a collegial framework and to collaborate effectively is necessary. Excellent oral, written, and interpersonal communication skills and strong analytical and decision-making skills are necessary.
